[Pkg-scicomp-devel] Bug#529477: libmesh uninstallable in sid due to missing libpetscs2.3.3 packages

Hi,

Binary packages built from libmesh source package are currently
uninstallable in sid, as libpetsc2.3.3 and libpetsc2.3.3-dev packages
they depend on have been removed from sid due to petsc library
transition. Please upload a new version with the following fixes:

* Build-depend on petsc-dev (this is a dummy package, pulling in the
  latest version of petsc dev package, currently libpetsc3.0.0-dev).
* Make libmesh-dev depend on petsc-dev instead of libpetscX.Y.Z-dev.

Note that nothing needs to be changed for libmesh0.6.3 package, as it
will get the dependency on new libpetsc via shlibdeps.

Having build-deps and deps on petsc-dev instead of specific versions
will allow the release team to handle future transitions by a simple
binNMU, instead of requiring a full upload.
