[Pkg-scicomp-devel] Merge of pkg-scicomp into the Debian Science Team

I replaced all Debian-Science to Debian Science on your previous advice,
I just forgot some of them :/

It is indeed needed. 

We could do something like:

1) Give the time to the maintainers of pkg-scicomp to subscribe to:
* Debian Science alioth project [1]
* Debian Science-maintainers mailing List [2]
and moved their packages

=> first of April

2) Update of the related documents:
* Debian-Science policy
* Debian wiki

=> has to be done for the first of march

3) All remaining packages on pkg-scicomp are merged by the
administrators into Debian science.

=> 11 of April

4) Delete of the remaining items of pkg-scicomp

=> 11 of April

How does it sound ?
