Bug#667655: arpwatch: fails to start the first time

Hi team,

my mail to the submitter bounced. Is it ok to close that bug?

Justification: I can't reproduce it with either the version in jessie
or stretch. If the bug was more wide-spread it would have gotten more
attention.

Or should I nevertheless wait for some time before closing?

If it's ok to close, should I use the jessie version in the
'Version: …' pseudo header?
