set uploader as co-maintainer to keep visibility on its own qa page

https://qa.debian.org/developer.php?email=pkg-security-team%40lists.alioth.debian.org

if you set pkg-security as owner, they will move to the pkg-security qa page, otherwise
they will be listed on your ddpo page.
Being uploaders with pkg-security set as maintainer is enough to see them in both places.

(for wnpp bugs this isn't possible I'm afraid)
