openvas-libraries improvements

Hi,
since I had looked at openvas-libraries because of the radius bug, I
had noticed a few things I wanted to improve.
Now one thing has led to another and I've changed the package quite a
bit… amongst smaller things I have made the following notable changes
(which I just pushed to alioth):
* I've placed the openvas-nasl and openvas-nasl-lint tools into a
sparate package
- previously the tools were both in the libopenvas-dev package
except for one of the man pages, which was in the libopenvas9
package
- somehow the tools – in my opinion – didn't fit in any of the
two packages
* I changed debian/rules so that doxygen is actually used to generate
the documentation
- since lintian was explaining about the size of /usr/share, I've
placed that into a separate libopenvas-doc package
I hope you are ok with my changes. As usual, if you find any of the
changes I made inappropriate, feel free to revert.
