Should have reported here to save you some work:  I had started a short
discussion on debhelper-devel [1].  Niels has confirmed that
dh_update_autotools_config was designed to provide the same
functionality as `dh --with autotools-dev`.  The discussion has lead to
consensus that the debhelper tools + sequence provided by autotools-dev
is to be deprecated and ultimately removed [2].

I've also updated the Autoreconf wiki page [3] accordingly and asked
the dh-autoreconf maintainers to update their man page [4].
