Thanks for catching that.  I have verified that the dh sequencer (from
debhelper 11.1.4) indeed does not set DEB_HOST_MULTIARCH.

I believe I confused dpkg-buildflags and dpkg-architecture at some
point when reading the debhelper man page and incorrectly took a mental
note that I no longer need to manually set DEB_HOST_MULTIARCH in
debian/rules…
