I think I would stay with the dh_python2 default, installing the files
to /usr/share/pyshare with symlinks in /usr/lib/python2.7/dist-packages.
This should also be compliant with [1] as far as I understand this point.

Taking a look on django application packages, they also use
/usr/share/pyshare with symlinks in dist-packages.
