[Pkg-shotwell-maint] Bug#759650: Please replace librawredir

Some time ago, I put in place librawredir
(http://librawredir.debian.net) to handle libraw watch file because
upstream publishes stable and development versions of libraw in a
single HTML page, making it hard to filter development releases from
the stable ones.

I'm no longer able to host this service, so please consider replacing
it in debian/watch file with other services.
