When I took over maintaining the package I pretty much just followed
what my predecessor was doing, so unfortunately I don't have a good
answer there (at least, I don't remember why).

With much of this package I'm sure there are improvements to be made
and you may need to make some major changes with 1.3 rather than 1.2,
so just go for it.

FWIW I kept my notes here:
http://pkg-sql-ledger.alioth.debian.org/ledgersmb/ - including a todo
list. 2009 was the last time it was updated, that's when I stepped
away to work on different projects.

Good luck, it's nice to see work being done on this again.
