   What I'm concerned about then is how to implement the change for in
4.9: "`build-arch' and `build-indep' are now mandatory targets in
`debian/rules'".  

   I've not found any good notes about the issue as yet.  Do they need
to explicitly be in debian/rules?  Compatibility level 8 doesn't appear
to run either of them (according to the pbuilder logs I've looked at);
does that need to be changed?  (Because if so, there is then the issue
with that version of debhelper not being available for back porting to
certain dists, an issue I'm already running into...)
