Until 1.0.0 libecap did not have proper library and symbol versioning.
The ABI/API were also still in a bit of flux.

Squid-3.4 only supports the specific libecap 0.2.0 version ABI.
Although it should be usable with either of the libecap packages so
far in Debian.

Squid-3.5 can use the libecap 1.0+ versioning for a (>= 1.0.0)
relationship.
