[pkg-squid-devel] libecap 1.0.0

pkg-libecap repository now contains code and packaging for v1.0.0.

I am assuming that the N in libecapN package name was to reflect the
relevant ABI major number and thus have these sources building libecap3.

Regarding the *-dev package. The two versions contain mutually exclusive
symbol / API differences in the header files. I'm not exactly certain
how you want to proceed there:

A) version specific libecap*-dev packages that conflict over
/usr/include/libecap/ ?

B) a single libecap-dev package that pushes dependent code built agaist
it up to the latest library version ?

For now I have gone with option A since it seems to be less trouble to
transition.
