For the record, Santiago contacted me directly about this.

I believe it to be the squid-3.1 version of bug #4447 which bites after
the CVE-2016-2569 patches are applied/ported.

Since it is not yet clear that 3.1 is vulnerable to the CVE, or the
ported patches do anything there to help (they may not). He has opted to
revert the patch until further testing can happen.
