[pkg-squid-devel] 3.5.23-2 ready as is on git

As I think time is running out and nobody has expressed his opinion against
this, I have just uploaded -2, I also did the minor changes for this to
happen and tagged it on git, I hope I did it all ok, if not, please comment.

I think we should test this a lot in the next days before we ask the release
team for this or an ammended version to be on Stretch, so please test it.
