Can we expedite upload of the 4.0.x package without the repo shuffling 
stages?

The RC bugs for GCC-7 and absent support for latest OpenSSL 
functionality are being problematic for a lot of self-building users.

FWIW: The only major bugs (now 2) making that stay a 'beta' are in 
OpenSSL specific functionality. Which affects those self-builders still 
but not the Debian formal packages.
