[pkg-squid-devel] changing alioth and git repos

This is done, so now we have pkg-squid for squid 3 and later and pkg-squid2
for squid 2.

People should change their local repos acordingly or clone again the new
paths.

I have also branched current master as security/stretch.

I'll try to continue doing things step by step, if somebody sees something
wrong or missing, please let me know.
