[pkg-squid-devel] Squid 3.5.27 packages ready

I have updated the package for Squid-3.5 in the git repository and
believe it is ready for testing and upload.

This includes a bump to the upstream 3.5.27 to resolve build issues with
automake amongst many other bug fixes the .23 package is lacking.

I have added a quick-n-dirty build dependency on gcc-6 and g++-6 to
workaround GCC 7 FTBFS issues. That does prevent people building this
package with other compilers (eg clang) for the moment. If anyone has a
good way to detect and use the right compiler in an environment with
mixed compiler versions it would be great to re-enable use of clang or
even GCC-5.
