This bug is very over-anticipatory, given that a working svn-config has
not been written yet, and no-one has shown any particular inclination to
write one, a situation which has been in existence for years.

If this was a Bugzilla installation, I'd classify this bug as "RESOLVED
INVALID". I'm not sure what the appropriate Debian BTS classification is.
