Bug#337134: subversion-tools: Please include svncopy from contrib

Hi,

It would be great if the svncopy utility from the contrib directory were
included in the Debian package.  This is a wrapper around "svn copy"
that tries to do the "right thing" when you want to tag or branch
something that contains svn:externals properties.
