However, notice the line of text at the bottom of the page:

That corresponds to subversion 1.2.0-1.  We removed the Subversion
Book, for licensing reasons, in 1.2.3a-1.

If the Creative Commons folks release an edited series of licenses to
bring them more in line with the DFSG, which we do expect them to do
eventually, we can package the Subversion Book again.  However, note
that upstream unbundled the Book from their tarballs as of Subversion
1.3.0 (and I support this decision, by the way), so even if the CC
license in question is made DFSG-free, the subversion book will be
separately packaged in Debian.
