Subversion depends heavily on your locale info not only for display
purposes, but for interpreting your config files and translating the
filenames in your working copy to and from UTF-8.  It really does not
want to get this information wrong, so I think the developers are
afraid to just fall back on something like 'POSIX'.

I'm calling this one 'wontfix' because I'm pretty sure it's a conscious
decision.  I'll ping upstream about it, though, to make sure.
