Bug#378266: svn-buildpackage: add version on the libsvn-core-perl dependency

Eh, how do you figure?  The current version of libsvn-core-perl has a
versioned dependency on libsvn0; it does *not* depend on subversion at all.
How is it a subversion problem if svn-buildpackage requires compatible
implementations of libsvn-core-perl and subversion on the system, when
neither of these packages on its own depends on the other?
