update neon dependency

If you are referring to #338303, I worked around it a few months ago
(by hardcoding -lneon rather than using 'neon-config --libs'), so it's
not urgent.  I may remove the workaround and build-dep on >= 0.25.5-5
some time in the future, but there is no need to do so right now.
