On debian testing/unstable, there was a problem with svn repository checkin for
subversion-tools version 1.2.3dfsg1-3.

The subversion tool reported that there was no 'Location' header in the
response for the CHECKOUT command:

"svn: The CHECKOUT response did not contain a 'Location:' header"

Upgrading to (the kept back) subversion-tools 1.3.1 package fixed the
problem.
