licensing of svn_load_dirs.pl

I've just done a license audit for files in the Subversion tarball in
the 'contrib' directory, and there were quite a few files which have no
copyright or license notices at all.  I don't think we can ship those
files in Debian, since there is no indication of what terms the
copyright holder intended to put on them.

The most important of these is svn_load_dirs.pl.in, which we have
shipped in the 'subversion-tools' package in the past, and don't really
want to remove it now.

I note that you contributed this script to Subversion before the
'contrib' distinction was made.  Can you clarify whether the script
(and its README and config file) is to be distributed under
Subversion's license, or some other license?  Also, can you furnish a
copyright notice (either for you or for CollabNet)?  A patch file would
be best - please commit it to the trunk as well - but if you state your
intention in email, I can use that too.
