please build subversion with neon 0.26.x

Yes, we're using neon26 for subversion 1.4.1, which I'd like to get
into etch if possible.  The catch is that upstream hasn't yet
officially released the 1.4.1 tarball.  They have a system where they
don't release a new version until a certain number of developers have
indicated (by gpg-signing the tarballs) that they have inspected and
tested it.  So I hope they will collect enough developer sigs by some
time tomorrow.
