Bug#387901: Does not install libsvn-java on systems where libsvn-javahl was installed

I was hoping to avoid extra dummy packages, but it seems it's actually
needed here, so I've added it for the next release.

We've renamed two other similar packages: python2.3-subversion (now
python-subversion) and libsvn-core-perl (now libsvn-perl).  Do those
need dummy packages too?  My feeling is that they don't, because unlike
libsvn-java, there are real Debian packages that depend on these, and I
expect that people who have libsvn-core-perl or python2.3-subversion
will also have these other packages.
