Actually, I'm not a big fan of CDBS and these packages are pretty small
hence it's not a big problem if we don't maintain them together.

I think that we have to choose between 2 options:
 1) I will take care of the two packages alone
 2) I will take care of libsombok alone and you will take care of
    libunicode-linebreak-perl by yourself

What do you think?

Anyway, taking this decision is not a blocker to fill an ITP and upload
the package to NEW. I will probably do that within the next hours.
