I was preparing a fix for this bug when I started to have doubts about
it.

Based on my reading of section 8.4 (Development files), the package name
should be simply <libraryname>-dev. Not lib<libraryname>-dev. The name
of this library is etl. Thus, the package name for development files
should be etl-dev.

Please, could you tell us specifically where in the policy you have seen
the requirement to name the package libetl-dev?
