gettext: 451921: gettext.m4 is fixed, but archive.tar.gz is not

/usr/share/aclocal/gettext.m4 is fixed, however autopoint does not use
that to provide gettext.m4 to packages, instead it unpacks a copy of a
CVS repository in /usr/share/gettext/archive.tar.gz and then checks out
a gettext.m4 from there into the packages m4/ directory. The gettext.m4
in the archive.tar.gz CVS repository is the one that is outdated, and
presumably everything in that archive.tar.gz is outdated.
It would be great if autopoint just stored the newest files from the
upstream source in directories like libtool does, or even in a plain
tarball, which would mean CVS isn't needed any longer (#451197).
Alternatively just updating the CVS repository in archive.tar.gz would
be OK I guess.
We are using autopoint in synfig & synfigstudio to drop in gettext.m4
and others because that is what autoreconf uses at this point.
