    debian: sysv-rc tries to migrate to dependency based boot
    
    The debconf question about enabling dependency based boot has
    been removed.  If the system is still using legacy boot ordering,
    convert to dependency based where possible.  Where not possible,
    improve the error message and provide specific guidance about how
    to rectify the situation.  Failure to migrate to dependency based
    boot is treated as a fatal error, and the postinst will abort.
    This will guarantee that all wheezy users of sysv-rc are upgraded
    to dependency based boot.
