    Fix circular dependency with util-linux
    
    Previous version introduced a circular dependency sysvinit-utils → util-linux →
    initscripts →  sysvinit-utils. Drop sysvinit-utils' versioned Depends: on
    util-linux again and replace with versioned Breaks:.
    
    This fixes debootstrap troubles like LP: #1456670.
