    Keep /usr mounted read-only on shutdown (Closes: #757083)
    
    Essential files that we expect to be on the root filesystem may be
    moved to /usr, so we must never unmount it.
    
    umountfs: Protect /usr and anything mounted before it
    umountroot: Mount /usr read-only if it's a mountpoint
