Log:
- removed all debconf usage, it is no longer needed
- small fix in (now unused) config file
- changes in rules.in to make it work with 
  a) common.{variables,functions.in} installed by tex-common, and
  b) dsf-patch.mk as installed by tex-common
- therefore removed rules.d/patchtargets.mk and added patches/patchlist.mk
- only timestamp changes to the patches, resulting from testing the new mechanism
