Stupid me ... - interestingly it was *MISSING* on my system, no idea how
it disappeared.

Good, as it should be.
AFAIS this is the same bug we had with teTeX and jadetex. The fix for
fmtutil(-sys) has been incorporated into the next version of the texlive
packages.
