Yes, yes, yes. I don't see any problem with this. The packages do not
depend on these packages. And latex-cjk should be uploaded soon.

jadetex already has a wishlist bug for this: 375037
I cloned this bug and assigned it to passivetex.

To the passivetex/jadetex maintainers: minimal NMUs of both packages
with some fixes are avaiable from 
	deb-src http://www.tug.org/texlive/Debian/ updpkg/

I leave the second clone of this bug at texlive and I hope to bug the
latex-cjk maintainer to finally upload the packages.

Besides this, I really don't see what is the point of the bug?! Especially ...

"important" seems to be quite over the limit: From debian-devel doc:
    important
	a bug which has a major effect on the usability of a package,
	without rendering it completely unusable to everyone.
These recommends do not have a major effect on the usability, in fact
they have *no* effect on the usability. So I downgraded it to wishlist.

Furthermore, as soon as these packages are compatible with texlive and
latex-cjk is uploaded, texlive-full will depend on these packages to get
a system as close to TeX live as possible.
