version with new binary packages, the NEW packages are missing

Package: ftp.debian.org
Severity: important
Hi,
last Thursday I uploaded the texlive-base source package. This upload
introduced two new binary packages, texlive-full and texlive-common. I
therefore assumed that the complete source package would require NEW
processing. However, the "old" binary packages have already been
installed on ftp.debian.org. This makes texlive uninstallable, and IMHO
should never happen.
And I think it didn't in the past. What's going on?
Regards, Frank
