No, I misunderstood - you and Frank Mittelbach are right that
\newcommand isn't allowed in the "docstrip" language, i.e. it shouldn't
be used in an .ins file.  I had misunderstood that it shouldn't be used
in the .dtx file, which would be bad (but is wrong).
