It can be generated from spanish.dtx, it's also in tetex-base.

No, actually these are also missing in teTeX (did I already report a
bug? Don't remember currently, and I'm going to bed real soon now...)

But it can be generated from spanish.dtx, of course.  I'll have a look
at all those missing babel language docs, but probably not tomorrow.
