[Pkg-texlive-maint] Bug#366035: texlive-extra: fpl fonts should be in -base; wrong directory structure

According to 

/usr/share/doc/texlive-latex-base/latex/psnfss/00readme.txt.gz

the FPL fonts are required for PSNFSS, and therefore should be in an
appropriate binary package of the texlive-base source package.

Furthermore, the fonts seem to have their source directory structure
screwed up:  There's source/fonts/fpl/Makefile, all the other files are
in a subdirectory source/fonts/fpl/fpl/ - but this is not what the
Makefile expects.  I think the second fpl directory should just be
removed.
