The mime database misses an entry to handle application/x-dvi.

% grep dvi /etc/mailcap
zsh: exit 1     grep dvi /etc/mailcap

The texlive-base-bin package should register xdvi as viewer, e.g. create
a file texlive-base-bin.mime with

application/x-dvi; /usr/bin/xdvi %s; description=TeX DVI;
  test=test -n "$DISPLAY"; nametemplate=%s.dvi; priority=5

and call dh_installmime.
