Congratulations!  Let me do some nitpicking:  I find the changelog
hardly readable.  First of all, it goes from bottom to the top, which
isn't the usual direction of reading.  Granted - that's how changelogs
work, but within a given "stanza" one is used to read them from top to
bottom like normal.

Second, it contains many entries that override earlier ones, like

>   * let texlive-lang-cyrillic conflict with tetex due to /usr/bin/ru*
>   01.03.2006 NP
>   * make all texlive-lang-* packages working with tetex3, but add a
>     README file explaining the situation for duplicate languages.

This should really be merged to something like

* make all texlive-lang-* packages work with teTeX 3, but add a README
  file explaining the situation for duplicate languages.  Only
  texlive-lang-cyrillic still conflicts because of the duplicate
  executables. 
* Do not build dvipdfmx, instead Recommend it

(isn't recommends what you generally decided for external packages,
somewhere else in this changelog?  And the explanation "so we can go for
the upload" doesn't explain anything to me).

Generally you should keep in mind that the changelog is intended for
Debian users, not for the maintainer of the package.  It's not a big
issue for the first upload to unstable, but for subsequent uploads, you
should really change this IMHO.
