I just wanted to suggest something like this; I'd even add a word about
the amount of changes, like "Lots of internal changes, for details see
CHANGES.packaging". 

With or without that, I think the changelog is okay.  I wouldn't mind it
being a little longer after so much time, but at least every bug has its
entry.
