[Pkg-tpctl-devel] starting to work on tpctl today

I am going to start working on tpctl, thinkpad-{source,base}, as
well as ibm-acpi today, in an effort to adopt the package from
Thomas Hood per his request.

My main point of focus is the integration of ibm-acpi into the
bunch and some bug triage. I am just letting yo know.
