I disagree. I'm not trying to prevent users of ancient releases to use
newer rootstrap, but we should at least not lie telling it is supported
and making it clear it is not.
So I suggest a Depends: user-mode-linux (>> 2.6.16-1um) | linux-uml, ...

see again r82 and r83 for modules/mkfs. Those changes are adressing
exactely this issue.
