[Pkg-uml-pkgs] Bug#372906: rootstrap: add ability to preseed debconf values

Hi,

it would be nice if there was a way to preseed some debconf values.
E.g. currently there is no way to enable shadow passwords until I log
into the uml image and run dpkg-reconfigure passwd. Or select the
locales I want to have generated.
