Uh, but the base-config module is not even included in the default
configuration.
I wouldn't even consider this a bug, at least until sarge (with
base-config) disappears.

I'm very tempted to close this bug, I don't really see any bug here.
Surely this is not "grave" at all.
Maybe just documenting this issue can help?
