Hi,
/etc/timezone is actually created in / (rootstrap uml environment),
not in $TARGET, my fix:
< chroot $TARGET echo $TARGET_TIMEZONE > /etc/timezone
> echo $TARGET_TIMEZONE > $TARGET/etc/timezone
