I wouldn't require that. aptitude/apt-get etc. are working quite nicely
with empty lines between blocks in /etc/apt/preferences, so
ConfigParser.py should also accept that. Also think about all the
preferences files published on the internet, which contain such empty
lines between blocks.

So I would suggest: Encourage users to use dot-only-lines as separators,
but accept empty lines as well.
